Several U.S. cybersecurity companies have concluded that APT32 or OceanLotus is a threat actor controlled by the government of Vietnam. They stole and leaked the transcript of a telephone conversation between U.S. President Donald Trump and Philippine President Rodrigo Duterte. They also stole and leaked documents relating to conversations between other Philippine officials and other national governments.
